Yes Scubascout, unfortunately this does happen when scouts are taught First Aid quickly without the proper discussion and hands on needed to learn how to use the techniques properly(practice is very important). Scouting First Aid is just the Basics of First Aid but still need to be learned properly because a well-trained Basic First Aider can do a tremendous amount of good when an emergency occurs.
Not only will it be a help to a person involved in the incident(whatever it may be), but also to the Scout(or other Basic First Aider). An Emergency Scene can become very intimidating and even scary but someone who is confident in their skills are able to handle the situation much better.
Rendering First Aid is very spontaneous, it is not something you get forewarning for. But that doesn't mean you can't prepare for the time you need to render it.
Another problem scouts learning First Aid face is that in most cases they are not properly taught how to initiate a response from trained Emergency Care Providers. Calling 911 properly activates the EMS System in most cases. But teach them when you visit other places who to contact. For example: At a Ski Area you wouldn't call 911 that would delay a response you would contact the local Ski Patrol, At the Beach or Waterpark you would contact the Lifeguard/First Responder Units on staff, and at a Bike Race you would contact the local Bike Patrol Unit.
If you are visiting a new place i.e. a Ski Resort, Waterpark, Biking Event, or even a regular Amusement Park. Talk to your scouts about who they should contact incase of an emergency. Leaders stop in the First Aid Stations give your contact information to the Patrollers, and you can even ask them to come speak to the scouts about safety and safe activation of the areas First Aid and Rescue Team; I am sure they would be more then happy to stop in and educate the scouts.
So sum it up, remember First Aid is only part of rendering First Aid the second half is activating the EMS System for the area you are in.
