The only merit badge pamphlet I've seen online was Computers merit badge. It lasted a short while then went away.

The pamplets (books) may not be on-line but meritbaadge.com does has all the requirements and identifies resources to help with the badges

MeritBadge.com also has great worksheets. I love them. Keep a file copy for all of them in my files.
