Citizenship in Nation Color Change

I got my old merit badge sash from the early 1970s. I noticed that my Citizenship in the Nation merit badge has the background colors reversed from what it is today. The blue stripe is on the left. I checked my old Boy Scout Handbook (it's green and copyrighted 1965). In the book, it also shows the blue stripe on the left. The only change from the book and what I have is that my badge has the white/silver border. Does anyone have any idea when the red stripe moved to the left of the badge? Thanks.

From Steve Henning's site, I found that the silver border for Eagle required badges was a feature started in 1969. It looks like that's when they reversed the red and blue stripes, too.

I got the merit badge in early 1972. It has the silver border and the blue on the left.
