Emergency Preparedness: Patch Explanation

Someone asked this already but all they got was a cheeky answer. The top sector of the patch is the First Aid cross from the First Aid merit badge. But the other two look like a house and seaweed. Can someone explain what the other 2 are?

The third represents lightning bolts with rain falling. Each third is meant to be viewed when oriented beneath the center. And I think that is meant to be a house, as part of the requirements apply to a Scout's personal and family escape plan.

Might as well include an image that shows the detail of the rain falling at an angle beneath the lightning.

now THAT picture is so much more clearer. the picture on the front of the merit badge book is awful.

Actually, those "raindrops" are the morse code for H-E-L-P, when read top to bottom as oriented in the above picture.

Yep. I got the morse code.
I'm not crazy about this design for emergency preparedness. I think 9-1-1 should be on there. First Aid makes sense. But a house? The EP is so much more. Guess it's hard to come up with a patch that embodies the whole merit badge.
