An idea for the requirement in the Music Merit Badge dealing with composing a short piece is Finale Notepad. It's free to download and it gives the composer a chance to listen to the music as it's being written. I used this with a scout today who was taking the badge off of me and it worked out really well.
Just an idea

Thank you Brian! I downloaded this last night for my son as he took Art/Music Merit Badge course last week at Summer Camp. He was having a blast playing with it. Will be a while before he is ready to actually compose, but eventually he will be ready to actually complete the last requirement.
