First, of I am not sure of Safety, should I get the blue card for this Badge :?: And a Group of People at the Jamboree were saying this AND First Aid should be Required for Emergancy Preperdness, and I've earned that already :?:

This is just some people's opinion. There is no official requirement that Safety is a prerequisite for Emergency Preparedness.

As for should you get the blue card, take a look at the requirements and if the subject matter interests you go for it.
