I agree. Pop Warner Football played while a CUB Scout should not be counted toward a BOY Scout advancement.
"a Scout can begin working on a requirement at any time" ordinarily means "at any time since joining a BOY Scout troop" Exceptions would normally only be for things like this:
Collect and identify 50 foreign coins from at least 10 different countries.
It would be foolish and meaningless to not count a collection started before a boy joined Boy Scouts.

Not as a Cub! Or can the boy who took ballet when he was 3 count that, too? Think of other badges -- would you count anything done before becoming a Scout as valid? No way.
Two sports means two different sports. This is one reason I hate long badges being signed at camp. *sigh*
