First, of I am not sure of Safety, should I get the blue card for this Badge

And a Group of People at the Jamboree were saying this AND First Aid should be Required for Emergancy Preperdness, and I've earned that already

This is just some people's opinion. There is no official requirement that Safety is a prerequisite for Emergency Preparedness.
As for should you get the blue card, take a look at the requirements and if the subject matter interests you go for it.
