I have a scout with severe mental disability. I picked up the form to request a substitute MB . It seems MB's like Citizenship do not have a substitute. I do not think he can do these badges. He has already earned swimming and a few other badges. One other leader told me he could do some of the other required badges if we could help simplify the requiremenmts without actually changing them.
anyone have experience with this topioc?

I believe it says that the can do what ever requirements they can in those MB. Like visit a government facility etc.

I had this situation; for several merit badges. We did all of the requirements and borrowing from cub scouts, do you best. So he did the requirements to the best of his ability. I was satisfied that he had done all he could do.

I also think that severely handicapped scouts can advance after their 18th Birthday

Yes, Scouts with disabilities are not limited to Eagle by 18. They do not have an age limit.
The alternate merit badges for Scouts with disabilities was designed for those scouts with physical disabilities who cannot complete a particular requirement due to the nature of their disability.

It is the decision of the Council advancement committee in the implementation of the Individual Scout Advancement Plan (ISAP) as to which MB will be used to substitute for the citizenship MB. The completed forms, including substantiating documentation should be sent via the district advancement committee to the council advancement committee.
The troop can recommend which MB they would like to substitute, but the final decision comes from the council advancement committee. The substitute MB does not always have to be a badge similar in scope to the original MB.
NO -- there is no substitution of requirements for a MB. Any MB awarded MUST have all of the requirements satisfied. Only in those cases where 'show improvement' is part of the requirement, can 'in the MB counselor's opinion', be used as as yardstick.
50 year+ scouter -- have held almost all adult leader positions in Cubs, Scouts, & Venturing, currently serving as Council Scouting for Youth with Disabilities Chair.
