How would I go about setting one of these forums up for my troop? Let me know everything I have to do.

The software is available from http://www.phpbb.com/ . The installation process is explained with the materials. In order to use the software, you would need to have a web site that is running on a Linux server capable of running PHP pages with a MySQL database. This is a common web site configuration but you would have to check with your web provider to be sure.
