I have tried to find clarity on a few issues in regard to interpreting the semantics of the standards of earning merit badges. I have found the documentation that is available, is not absolutely clear to all of those who read it. I am therefore looking for more information/documentation/opinions that can bring some clarity to the matter.

Specifically, I would like help with interpreting the standards for merit badges where the requirements have stipulations indicating: "explain", "discuss", "name", "describe", etc. Is the Scout required to have knowledge of these items, or is it adequate to refer to notes or worksheets without having actually learned or gained any actual knowledge?

While there is nothing wrong with referring to notes, I would have a real problem with a scout who could not get through a simple discussion without them.

If he wrote his own notes, he should be able to show he understands what he wrote. I would not sign off on any requirement if the scout cannot show he learned something. And I have counseled a few through the angst having of a "mean" counselor refuse to sign-off a blue card because the scout had no clue.

We do not necessarily expect full mastery of a subject. Most merit badges are an introduction. On the other hand, things like climbing or scuba diving really are a major safety issue if the scout has not truly learned what he has been asked to learn. In our troop, we have a very strong emphasis on really knowing the first aid before sign-offs as well. We tell the boys it is because if we are the ones needing aid, we want to be assured they know what they are doing. They understand this and learn it pretty well.

I could rewrite that and it would be about half as long too!

But as I abhor politics and arguing semantics, it would be a stressful exercise in frustration. No thanks!
