My troop kept blue cards, copies of awards, BOR forms, etc. in file folders, on for each Scout. When boys aged out or dropped, we moved their folders to the archive file, where it was still accessible if needed.
If you don't have space for all the former unit members, then at least keep the records around until the boy's 18th birthday. He is still eligible to register and continue until then.
