Oops, I forgot the issue of the smoking. One of the quotes states very clearly that adults are to follow the same rules as the scouts, else the scouts start to believe that the rules do not count. Adults have to be an example for the boys. That is the strength of the scouting program -- we maintain discipline by example, not by words. As an educational professional (and psychology and lawyer), I wish that I had a dollar for every time that a teen who is in trouble for something, used the excuse "they told me one thing and did another." In scouting we must always speak and act with the same meaning. Buddy means buddy for the adults and for the kids.
50 year+ scouter -- have held almost all adult leader positions in Cubs, Scouts, & Venturing, currently serving as Council Scouting for Youth with Disabilities Chair.

I do agree with what you're saying about adults should follow the rules as well as the boys. If a troop wants to make up a rule, then yes the adults should follow it too. Camp rules too. BSA rules too. Government rules too.

My only issue with this topic is that the BSA buddy system has been presented way out of context. It simply is not a "rule" in the manner some want it to be.
