My guess is that this requirement will be sumarily ignored, or used as an excuse not to attend.

Individuals don't fill out TPs, they are for groups.
A 20 year old Venture youth can drive himself but who will be the "Tour Leader"? Has to be 21 and YPT trained.
If a male and female venture member attend do they have to have male and female Tour Leaders?
Does the youth have to have Hazardous Weather Training in case it rains while he's driving?
Is the SE going to impose this on the OA? hOw about his Camp Staff to drive themselves to Summer Camp?
I can continue with other ridiculous scenarios but you get the picture.
