3.Appropriate personal protective equipment is required for all activities. This includes the recommended use of helmets for all participants engaged in winter sports such as sledding and other sliding devices. The use of helmets is required for the following activities: downhill skiing, snowboarding and operation of snowmobiles (full face helmets).

Just to be the Devils Advocate:
Isn't snowmobiling banned by BSA, like go carts and 4 wheelers?

Not for Venturing Crews They are allowed!!! Venture Scouts and Boy Scouts are not permitted

Where does it say in G2SS snowmobile are not allowed for boy scouts? The only place that I find it is in the activity chart, There it is restricted to Ventures & older boy scouts. Not that it matters that much to me. We about as many snowmobiles as snow shovels down here.

It does not But you looked it up apparently. Good! All people have to do is use the G2SS snd look up what they wish to take part in. Now Some councils do restrict some activities. It is always wise to check and see if your council allows the activity even though National allows it. I have been wearing a helmet skiing for 10 years and am quite surprised that it took BSA this long to require them.
