No you can go hunting with no NRA instructors, at least for now.

In a lot of ways hunting seems to be a more dangerous activity than shooting on a range.
When and if I am ever asked to officiate at an ad-hoc range, I will bring the question of liability insurance to the local council before I agree to do it.
That is my point exactly. Your local council is in the best position to ask the right questions to know if the activity is being done safely and in accordance with BSA policy. If the council doesn't know how to do this... That is a different bigger problem.
