In the current issue of Boys Life that my son received on Monday it shows boys jumping off a cliff into water. In Safe Swim Defense it limits the height for jumping at a maximum of 60". From the picture, it is obvious that this jumping is in excessive of the 60" maximum requirement.
If it is not written down then it is not an official rule

I don't receive Boy's Life, but you're making a great point. Cover photos and other articles should always be closely reviewed for accuracy. Nice job.
