Yes. The entire site is within the Buckskin Council area.
I have heard that there is some potentially available property adjacent to the current site. I had heard more like 20,000 acres.
Also, it seems likely that the HA site will also house an Eastern Training Center as well.
But since it is being handled by National, it is very hard to get information until it becomes official. It is my understanding that the Gov. has been involved and has dedicated some resources from a part of the State Economic Development Office to assist (at least in the proposal stages, I suspect they are still involved).
In addition to what I posted previously if seems that determining if there is the adequate infrastructure to support the number of people that attend a NJ is the primary consideration. One of the previous issues that we have heard is that the terrain is "rugged" and there are concerns for "old, fat" adults health. The terrain isn't likely to change, but we do have the new height/weight guidelines in the new medical form.

Another issue that has been reported is whether the roads can handle the expected NJ traffic. The answer seems to be to look at how the same area handles Bridge Day each year. I think the numbers there are something like 80,000 visitors in one day.
