BSA seems to be softening their stance on this. Stressing the donation aspect. I still think it should be a pay or do not enter. But this will reduce the local troops from attending each day as someone will be checking people as they come through the main gate.

ANy scout unit visiting must file and present a National Tour Permit even if you are under the milage for it.
