You gotta love anecdotes.
This year the troop went to Camp Roosevelt in southern NJ because of summer camp issues in the Philadelphia area (don't get me started). A good friend of mine is from the area, and went there when he was a scout some 30 years ago. So I thought it would be nice to invite him over for the day, and received an enthusiastic approval from the SM.
As he's walking around the camp, he comments "this wasn't here then" and looking at Sparks Lodge, he comments that he knew Grandpa Sparks.
He couldn't remember the last name of the camp director from back then, but knew his first name was Dickie. As we head to the chow hall, we went into the camp office. Sitting there at the Camp Director's desk, as he was 30 years ago, was Dick, still running things.
That's how you keep a good program going, not by turn over at leadership positions.
