Just started doing this last month; it replaces the old Tour Permits. Some of the information they ask for is ridiculous (membership number? Are they actually going to cross-reference by this?). On balance, having an editable PDF that can be saved and edited without connecting to the web site outweighs any negatives. Don't know how you folks were doing this before, but the Tour Permit form I was using previously had to be completed all in a single session connected to the Council website. Any interruption in service or mistakes, and you had to start over.
