Pinned Rank Patches?

I know this is a common occurrence -- pinning rank patches rather than sewing them on. I couldn't find anything for or against the practice. What about a Scout who has ALL of his ranks pinned? IOW, it's the Scout patch that's sewn on, and T, 2nd, 1st, Star, and Life are pinned on top of it. He doesn't want to remove them "until (he)I make Eagle." Can someone please point me to instructions that say he can only wear one rank at a time?

At least he has only one showing at a time. Sounds like it looks quite tacky though.

There are those plastic patch holders for Ranks you can use. I have found no rule that would stop him from doing what he is doing

The Rule of Common Sense should apply. I'm gonna put all my OA Flaps on my shirt and walk with a Starboard List.

That would kill me we do about 4 Flaps a year
