Robert's Rules

Our troop doesn't follow "Robert's Rules" (Code of Conduct)
We get out of hand sometimes

Does anybody follow "Robert's Rules"

And do you recommend it

As far as I know Roberts Rules of Order are used to conduct business meetings. I have never heard of a troop operating meetings using these Rules. I have seen it done at OA conferences etc.
School Boards Fire Depatrments Borough Councils tend to use this But as I have said i have never heard of a troop using them. Scout meetings in my opinion are not business meetings.

Robert's Rules of Order are rules on parliamentary procedure and parliamentary law. They are a very formal & strict way to run meeting. Some units follow them for their Committee meetings, but I would not recommend using it for a regular Troop meeting.

Bottom line, Troop meetings should be fun, not a formal, parliamentary meeting. BSA has a format that it recommends Troop meetings follow. You can find the BSA Troop Meeting Plan here -

Look over your program. A chaotic Scout Meeting is an indication of a boring program.

Look at your format. Too much lecture, and not enough hands on?

Look at your facilities. Is there enough room between patrols or skill instruction so a little noise isn't a problem.

Look at your SPL & PLs. Are they trained to do their jobs?

Using Robert's Rules in a regular troop meeting is probably not the best way to run a meeting. Robert's Rules are too structured for the nature of a troop meeting. They are good for things such as committee meetings, PLC(s) and formal business meetings, such as an OA LEC or Council Exec Board Meeting.

When I was in Philmont this summer the thing that we stressed to one another was flexibility. In meetings such as a PLC, if the SPL wants to use Robert's Rules, it should be used as a guide and not 'the law'. That is just what thing that we discussed for about an hour....
