I assume you mean accounts within the unit's financial controls. Except for the annual fee, we instituted a pay before you play policy a couple years ago to prevent that and it has worked well. If a Scout doesn't get his money in on time, he doesn't go. We will allow the activity leader to make exceptions for last minute people (provide their own food, etc). For our annual fee, we allow 6 weeks to get it taken care of but will allow payments if that is too much for a family at one time.
