Can't speak to Powderhorn specifically, but going out of Council, out of District, etc. to take training does provide the opportunity to see how things are done in different places. I strongly recommend it. I wouldn't object to a recommendation to encourage things like out of Council Staff and partipants for Wood Badge, etc. to provide the better range of experience that you mention. (Not sure how that would go over with the "protect my own turf" that I have seen from some Councils.)
