Gold to Silver

I think I know the answer to this, but want to be sure. I have a Venturer who is waiting on her letters of recommendation to be sent in (yes, in Venturing, the candidate IS responsible for soliciting the letters & submitting them). Assuming they arrive this week, Crew President is scheduling her BOR for next Sunday (14th) before the Crew meeting. Gold is all she lacks for Silver.

What I want to check: Once the BOR signs off the application (requirements 9 & 10), when is the Gold officially completed? There are additional signatures on the application - Venturer signs to certify, as do Advisor & CC. Then application is sent to Council. Is the Gold officially completed when the requirements are signed off + Venturer & unit signatures, or is it not truly earned until Council signs?

Reason for this - if Council signature is needed, we are going to have to hand-walk the application through possibly. Venturer ages out on Dec. 23 - President is scheduling her Silver BOR for Dec. 20.

BTW - the Venturer is my daughter, so the Assistant Advisor has been handling all the sign-off's, the COR & CC is her father, so the CO Executive is representing the CO, & the President is her brother, so he is setting up BOR's, but not serving on them. May be overkill, but want to make sure no one questioned validity or conflict of interest. She took the Venturing Specific Leadership training + YPT as her personal growth goal in leadership so she would be ready to move to adult leader and take on a new role within the crew.

Well, nothing like answering your own question.... I heard back from my DAC. His statement was all rank advancements are dated from the BOR.

Further info from our District Venturing "guru":
Venturing does not do advancement. The Awards such as Bronze, Ranger, Gold and Silver are recognition.
Venturing recognition does not require any approval from either council or national. There is a form to report the recognition to the council.
The Review Committee is NOT a board of review as defined in the Boy Scout program.
The Review Committee is selected youth and adults as chosen by the Crew President and the Crew Advisor.
No district participation is required and there are no provisions for such to happen.
So, if the Advisor signs the form reporting the recognition to the council, the Venturer can then go get the Awards. If you report it, it is a done deal. You should input the information in the On-Line advancement site.
BTW there are no time limits between Gold and Silver, so if the requirements are done, the recognition is earned.
