National Venturing Numbers

According to the membership list I get each month we are only serving 1% of the available youth of venturing age. Now that being said, that figure is misleading as if a boy is cross registered in a troop and a crew only the primary counts in the numbers. So, he only counts in the troops numbers. Registering in both does not work in the BSA system; it creates a royal mess. It is time to figure a way to count. I know that many camp staffs register as crews; they do not count. Many OA dance teams register as crews; they do not count. Any suggestions?

Two things: 1) This is so far down on national's "To Do" list, I doubt anything will happen at all until... 2) ScoutNET is finally, FINALLY, FINALLY going to die and be replaced with an "active" database. Their thinking is surely therefore, once that happens, the problem will have resolved itself.
