As I was reading the requirements for the Silver award, I did not notice a service project akin to that of eagle. Am I missing something, or does it not require a project?

There is no ESP equivalent required for Ventures or Sea Scouts

There IS a service project required for the Quartermaster Award for Sea Scouts. As a matter of fact they must use the Eagle Scout Service Project Workbook!
We had the first Young Lady in years, in the North East, earn the award in 2004. She built a couple of sections of floating docks for our local Maritime Museum. She and her crew spent 404 hours completing the project. The docks are still in use today, 7 years later. An incredible young lady and leader, she went on to earn her large water craft pilot's liscence.
I'm not sure about Venture Scouting and their advancement structure. Venture Crews here keep their affiliation with the Scout Troops and earn their advancement there.

So, there's a project required for Quartermaster, but not Silver? Also, if there's no project required for Silver, can it really be called an equivalent to Eagle?

Different programs with different focus. That's why a Venture can work on his EP as a Venture.

If you look at the Silver requirements, you can that it requires earning the Gold Award which requires at least one Bronze award. The GA also has the requirement to do 2 crew projects similar to the EP criteria.

The Silver and Gold each have tenure requirements of 12 months as well.

Its hard to compare Venturing awards to Boy Scout ranks. But generally the venturing requirement are more in depth than the roughly equivalent boy scout requirement. Since Venturing crews generally do not concentrate on awards the same way troops concentrate on advancement, earning the silver generally takes a lot more self motivation.
