Point of contact at National confirmed that the #33088 is the correct policy. I assume the web site will be corrected as soon as they can.
Correct policy for what? Counseling your own son or a Scout with disabilities?

Yes. The 33088 is the correct policy. The wording on the scouting.org web site contains "additional" wording not found in the 33088. I asked National late Friday afternoon to clarify the "certain considerations" meaning and still waiting for some info. They have been extremely responsive to my questions.
