"Do one of the following" - who chooses?

If the MB requirements say to "do one" or "do two" of the following, who chooses? Is this up to the MB counselor, or can the boy choose what is of most interest to him or what seems the most feasible? Is this anywhere in print in BSA publications?

The Requirements are written for the youth to study and decide how he wants to approach the MB, The counselor is to help him through the process.

Im not sure where this is stated. As I have seen it some counselors will let you pick(I think its more the scouts choice) but some counselors will choose the easiest one to do in a setting. Like summer camp if it says choose holding a PLC Meeting with camp youth leadership or sit on a Town Meeting, the Counselor might say do the PLC one because you can complete it here. As I said before I dont know if or where this is published. I'll look it up and try to find a publication for you.

Theboys should be the one chosing which option they do. There are times that a boy may not be able to do one requirement or another. This is the reason for the options.

It is up to the Scout to decide which to do. The Counselor should provide guidance and review the work the scout has done.

It is up to the Scout! And as long as the requirement is met, the MB counselor must accept which one the Scout chooses!

Actually, you hit the nail on the head and didn't realize it. the Counselor might say do the PLC one because you can complete it here While the counselor may not have stated that the Scouts have a choice, what the counselor is really saying here is that he only has time to help the Scouts complete this particular requirement if they choose the PLC meeting portion of the requirement. The Scouts don't have to pick the PLC option, they just won't get any direct help from that counselor if they choose to wait and do the town meeting.

when I did environmental science at camp, the counselor chose the experiment options, not us, and of course, that makes sense because the counselor only brought enough materials to do what he chose.

I understand that a conselor choosing what experiment based on the material that he has available. But it is always the scouts choice to go along with the selected experiement or do one of his own (providing his own material)
