No. But it's more fun to do stuff with a buddy, plus it makes better use of the MB counselor's time. Also, the 2-deep rule must be observed. The counselor cannot work one-on-one with a boy. Mom or Dad can come along.

Joat raises the key point Ed.

The merit badge buddy system does not require the buddy to be another scout who is working in the merit badge. It has to be another person brought by the scout. That could be another scout, a parent or guardian, a friend, or sibling. It is an extension of the BSA Youth Protection Program.

For more information on advancement procedures check out "The Advancement Committee Policies and Procedures" manual, available at your local Council Service Center.

Ed, I have a question. Have you taken your Youth Protection, Scout Master Fast Start, Scout Masters Basic or Essentials training? So many of the questions you are asking are normally covered in these trainings. Or at least in the trainings I have taken and taught.
Also you need to really studu the Guide to Safe Scouting. I have a file box that stays in my car and a copy of GSS, Safe Swim, and Safety Afloat are in this file.
your community is a tree. You are either a leaf that feeds it or mistletoe that suckes it dry. Be sure you are always a leaf.

Well, if the MB work happens at an official activity/meeting, then not to worry about the Two-deep issue. Then it is just like the SM conference or a disciplinary matter...it's in view of others and that's okay. We shouldn't hold back a Scout that seeks a Badge that doesn't interest others. Also, many people avoid working with neighboring Districts. If we just work with each other, it may solve the aforementioned problems of only one Youth interested. Maybe the next District is about to hold their College.
