Agreed - but that is the scouts fault and not a result of poor leadership.

If I give them their patches in a troop meeting soon after they earn them, then what is the point of having a CoH? A big meeting to gather families, spend some troop money on refreshments, and do the anti-climatic "here is the paper that says you earned the patch you are already wearing."?
It would make more sense to me to recognize them in troop meeting (without the patch), and then present the patch at CoH. As long as you have regular CoHs, this won't cause undo waiting stress for anyone, and the logistics of gathering the patches etc is simplified by only having to do it once each CoH.
