I don't much like that revision. Exactly what is the CC's signature there for? And what is he supposed to be signing? The SM signature is for the conference.

FWIW... that "revision" has been in place for a few years now. Also, the UL signature is NOT for the UL conference.

The UL and CC signatures are both certifying that everything (above their signatures) is valid and accurate -- at the unit level.

Yes, and the District EBOR can be conducted even if one or both of the individuals named above refuse to sign the application. Yes, I've seen it happen.

Happens more than you think...that's why we added the below paragraph to the GTA:

8.0.3.2 Initiating Eagle Scout Board of Review
Under Disputed Circumstances
An Eagle Scout board of review under disputed
circumstances is held at the district or council level.
Volunteers from the candidate’s unit are not involved.
It is indicated when a unit leader or committee chair
does not sign the application, if a Scoutmaster conference
is denied, if it is thought a unit will not provide a
fair hearing, or if the unit leader or project benefi ciary
refuses to sign fi nal approval for what might be considered
a satisfactory service project.

I personally have never had this happen. But I must say that if it did, my first questions to the SM and CC, B EFORE THE EBoR is set up are: What has the candidates behavior been like? What is his character like? What has been his Scout Spirit like? And is the candidate active? Remember, a great project does not an Eagle Scout make!

Oh yes, as the District Advancement Chair at the time, I talked to the unit leaders about all those issues before the BOR was conducted.

We had a bonehead SM who physically cut out his signature block from the Eagle App after he signed it to "make a stand" against his scout.

I recommended that the Council remove the SM from the program but I'm not sure what happened.

Out of curiosity, did that SM sign the Scout's handbook for the other requirements? I ask, as I would be curious why he was ok with signing the handbook, but had a change of heart for the application.
