No, that was a Scout from the other side of the equator. Everything is flipped down there.
I don't know the picture so I can't say for sure, but take a look and see if everything is flipped. I have seen cases in other where the "creative" layout folks have flipped pictures because of some artistic reason (which I have never understood). Once you know that it happens (like seeing a picture that has something in it that you recognize), you will probably notice it lot more.
Of course, having seen exactly the same thing and dozens of other similar uniform errors - it could be that he had it on wrong too.
