The DE will need to tell the Unit jerks in no uncertain terms that here are the rules follow them or else.
It could happen that way. More likely the professionals "dance around the issue" in various ways. If ultimately forced then they do talk to the units. Probably not very forcefully and certainly don't follow up.
Why? Just my opinion but they don't want to lose any leaders that could cause them to possibly lose units that could cause a membership drop.............
