Scouts missing Eagle because the troop has BOR's every three months and the time delay for the last two BOR's push him over age 18. Or the troop has "special processes" such as requiring a scouting resume at BORs. Or the scoutmaster who passes the scout on five SMCs but then brings up issues at the Eagle SMC.

I remember reading the "half a project" thread as it was occuring. I've only started posting in the last year or so. I think it's a different situation in that it was debatable whether the scout completed the requirements. I remember some discussion of the SM and others saying the effort was enough to call the project complete. Others saying it must be completed as documented. Effort alone does not automatically fulfill an advancement requirement. The key is to complete the requirement as written. Refinishing half of the stadium stands must have been a really big effort. But the requirement established via the signed off eagle workbook was to do the whole stadium. .... Let's not re-open that project debate.

I was just saying I've never seen anything close to an undeserving Eagle scout. I've seen some small projects. I've seen weak leadership skills. I've seen advisors or parents pull scouts thru the process and the project.

I've just never seen a completely undeserving scout.
