Advancement ?

My son just received his Second Class rank. He is involved in a Public Service project separate and apart from Scouting. He has all of his First Class advancement requirements met with the exception of the Board of Review. The troop is having a Court of Honor this weekend and he will receive his Second Class rank. He wishes to use the service project for his Star rank.

After all that fill in, here is the question: Is he considered a First Class Scout when he passes the Board of Review or when he receives his patch/pin at the Court of Honor.

He wants to begin counting the time as First Class soon so that his Public Service Project will count for his Star rank.

First Class starts when it is registered at the Council Service Center. Ar least that is what counts in this neck of the woods. Although not the correct way. I noticed this on Advancement reports many years ago that the record the Day they put the info in ther computer not the day of the BOR

Hi jmw,

Great question!

I believe you will find in the text of the Advancement Committee Policies and Procedures manual that Tenderfoot through Life ranks are earned as of the time they are approved by the board of review. Eagle however is, according to the manual, approved once the application has been reviewed by the national board of review and approved by the national council. Then it is backdated to the date of the local board of review.

The date that is entered into the records is the date of the Board of Review, which appears on the Unit Advancement Report filed after each Board of Review. That date it is entered into the records. Neither the date it reaches the Council Service Center, nor the date the clerk enters it into the computer, is a factor.

The Scout is a First Class Scout as soon as he passes his Board of Review, regardless of when it is recorded at the Service Center or when he gets his rank badge,

The short version... The answer to your question is... The very moment the MCs initial his book in the BOR block for that rank, he's official. The date of a Scout's advancement (Tenderfoot through Eagle, incl. Palms) should always match the date of the BOR.

However, Service Project planning, preparation or hours of actual work should not actually commence until the Scout has successfully met the Board of Review for the rank immediately preceeding. And let's not forget, all such work is supposed to be approved (by the Scoutmaster) in advance.

I think that is about 6 cents so far Bob. I would never approve a Service Project for Star Until after the First Class BOR. Just the Same no Eagle Project is Approved until after the Life BOR.

I would agree in fact we have scouts in or troop keep track of all service time for this exact reason. To prove each amount was earned between ranks. Plus you can never have too much community service time. Everyone wins with this!
