Tenderfoot Program at Summer Camp?

The Troop I serve has the scouts come back from the First Year Program, have lunch, rest a bit and then starts the testing. The camp's tradition is they teach, the troop sign's off, or rather "verifies" the skills.

I sincerly hope that all of you really mean 'demonstrate knowlege' rather than 'test' when you use the term test. There is no testing in scouting. If you look at the requirements, you will see the words: explain, show, demonstrate, discuss, and do. Nowhere in Boy Scout Requirments 2007, is there the word 'test.' In fact, I thought that this forum beat the subject to death last year![/i]

My son went to camp this summer and participated in their T-2-1 program. It was offered throughout the day and the boys could drop in, work as long as they wanted, and leave when they wanted to. This allowed them to work on their advancement and also earn some MBs or just have free time. It also put the burden on the boys to plan their time to acheive what they wanted. For some, it was having fun and they didn't get through all the T21 stuff. For others, it was finishing all three ranks while at camp. My son got done with his T21 stuff, and also earned his Canoeing, Environmental Science, Horsemanship and Reptile and Amphibian Study MBs. He didn't have any free time at camp, but that was his choice because he wanted to do all that he completed and it didn't feel like work was being forced on him.

From the Scoutmaster Handbook (and elsewhere):
Step 1 - A Scout learns
Step 2 - A Scout is Tested
Step 3 - A Scout is Reviewed
Step 4 - A Scout is Recognized

But if you read the wording on Page 124 of the SM handbook, you can see that the term "Testing" is being used as another way to say,: explain, demonstrate, do , make, etc., and is not used in the classical sense.

When I took advanced training at Philmont Training Center -- this was one of the things that was drummed into our heads: Scouting is not school, and the 'testing' in scouts is measuring knowdge through observation and inquiry and not through examination!
