Can the centennial merit badges earned last year be used for advancement this year? A Scout made First Class this year, can he use the centennial merit badges from last year for Star?

Yes, of course. As long as he earned the badge or badges before 12/31/2010, they count toward any advancement now.

Just to clarify here...
While the Scout must have completed the requirements for any of these MBs by 12/31/2010, they must have been submitted to the council for award by 3/31/2011. Other than that, these MBs are no different from any other. (I.e., completed by 18th b'day.)
All MBs always count towards advancement, regardless of when earned/awarded.

Yeah, it's no different than any other merit badge that boy may have earned at one point and was then discontinued. I earned General Science for one of my ranks, and it was discontinued before I aged out.
