This really isn't a hard requirement for any scout that is following the principles of scouting.

Sounds like they're confusing the Service Project requirement for EAGLE which may not involve council property or other BSA activities. There's no such restriction on Second Class, Star, or Life service hours."No council, district, unit, or individual has the authority to add to or subtract from any advancement requirement"
