Is it normal for a 14 year old to be a Star Scout? Or am I behind?

Everyone is different. There is nothing wrong with being a 14 year old Star Scout.

You have 4 years to advance two ranks I would say you should be done around 16 if you wnat to be.

I have about 8/12 Eagle meit badges I think I am close

This is good. I got 1st Class at 13, star at 14, life at 15, and Eagle at 16. You could concievably be Eagle at 15-16. Just work hard and you coiuld easily do it.

I see no problem with a 14 year old Star. You have plenty of time to make Eagle if that is your focus.
