Does anyone know anything about this? My son was told that if a scout participated in a scout event under the leadership of a scouter who was a citizen of another country (like Canada), the scout then could wear a patch of that country's flag on his uniform sleeve, placed below the US flag patch.
Is this correct? Where would it be written? Thanks for any help.

Nope, but check your official Insignia Guide for most Uniforming questions. Collect anything you like (one hobby of mine, haha). But don't do this because he said, she said.
