The
Recruiter Strip, BSA Item No. 00219, is a participation/acheivement award available to Cub Scouts, Webelos Scouts and Boy Scouts. It is worn just below the right breast pocket. With that being said, this particular award is NOT authorized for Varsity Scouts, Venture Scouts, or (adult) Scouters. (If a
Tiger Cubs BSA strip is also worn, the Recruiter Strip would be placed just below the Tiger Cubs BSA strip.)

"There are NO formal requirements for these strips. Each Unit establishes the procedure for awarding the strip. Usually, a Recruiter Strip is awarded to a Cub Scout or Boy Scout the first time he is successful in getting a friend, relative, classmate, or other acquaintance to join his unit."However, it wouldn't hurt to check with your district/council, just in case they have some kind of local award policy in place.
This same link (above) also shows the round 2002 Recruiter patch (as noted earlier... very nice, fully-embroidered) that came with as DVD, which was part of a national recruiting campaign. This award's placement would be centered on the right breast pocket (or on the back of the merit badge sash), as it was a temporary patch, and was available to Scouts and Scouters... if memory serves me correctly.
