Are Venture crew members allowed to earn the recruiting strip?

I have a 1999-2001 Insignia Guide and it only lists the Recruiter Strip for Cubs and Boy Scouts. Nothing on Venturing or Sea Scouts. Maybe they included it in a newer edition.

I checked the latest edition and it's the same as my older edition.
