I thought the first rule of scout camping was that it was required to rain.
I grew up camping every month no matter the cold, rain or heat. Remember one camping trip in 61 where it rained so much that we had parents come out, take our sleeping bags back in to the laundry and dry them and bring them back out. That was in the days of the puptent and trenching. Rained 8" in 12 hrs.

But I agree a 4 hr drive in heavy rain could be a safety issue. But the SM does need to do a better job of communicating with the SPL.
