MB changing requirements and rank acheivement

Hi,
Ours is a fairly new troop with some scouts just ready for Eagle. Some of the MBs that count for their Eagle rank have had some of their requirements change since they received them.

These include both Eagle required and other Merit Badges.

Do they have to fulfill the new requirements?

Once you earn a MB you have earned it. You do not have to redo it.

And, if you've started workingg on a merit badge and new requirements are issued, you can finish using the old requirements (or you can use all of the new requirements).

For RANKS, you must use the current requirements (those in effect on the date of your Board of review) unless a specific extension is listed)
