Has anybody ever been asked before whether these service project hours for Citizenship in the Community can count towards Rank Advancement?
I was just asked this question from our counselor and would like a seasoned answer.
My gut reaction is to say 'yes' since I do not believe there is a prohibition on using requirements for separate simultaneous things.
I think the only thing is to make sure the service hours are performed 'while First Class' or 'while a Star Scout'.
Any Takers?

As long as it is understood up front & meets the rank requirements I would say yes but it should be up to each individual unit.
