being a eagle myself, and knowing the dedication and purpose the projects take, they exist for you to figure out what you want to do. the project should be original and have a certain reason why you did it...kinda like a inner meaning. it shouldnt be anyone elses idea, but yours alone.
im not trying to discourage you. hell, i love it when kids are on the ball and excited to do a project, but just remember that the project should be yours and yours alone.

1. put in a hiking trail on the local gamelands
2. install a short handicap trail on either the gamelands or wildlife refuge.
3. put up a fishing pier on either of the fore-mentioned
4. build an orienteering course down at scout camp.

no discouragement, but in my council, they wouldnt approve of your fourth one. because its supposed to help another organization / community than the boy scouts.
You seem to want to build something, I like the 2nd one because it will help many people.
Curious, how old are you?
edit: id talk to you more in this thread over pm if it was allowed but for some reason you cant pm people..bummer.

So you have plenty of time. A friend of mine referbished a gazebo for a local church and he was nearing his 18th birthday. It took him at least 3 weeks to pull permits and everything. I dont know about how your council / district runs the strictness of the eagle projects, but here in DAC they bring up things like permits that you wouldnt even think of. If its needed in any of your projects, just keep in mind, expecially drawing close the holiday season that the city government likes to be slow on permits. Its a hastle cause they some times dont know the circumstances, but you have plenty of time to get it done before your 18. Rather be a eagle late, and have a nice complete project than to rush it to make a deadline and do a "half ass" job.

The "Red Tape" and waiting for permission to go ahead with projects on State owned property can take eons.
They can be very picky about what, where and what materials they will allow to be used, you might have to meet all sort of Federal and State regulations.
