Our Council will no longer sell you Rank Patches without an advancement form turned in. This makes sure that the boys get the information turned in and on their record.

Our council also does not sell rank or merit badges without the advancement report. They do not want blue cards at council here, just the report. I do find it necessary to periodically get a print-out of the troop advancement report from Council to check for accuracy. It is easy for them to make a mistake or two when keying all the advancements in. Especially when the report is three pages long after summer camp!

By not giving these scouts the awards that they have earned you are not following BSA policy.
If it is not written down then it is not an official rule

More importantly than it being a violation of the advancement policies and procedures is that such practices go against the methods and spirit of the scouting program.

Yeah, a Report has to be used to get any Rank emblems. Duplicates can be purchased however, by also using an Advancement Report and indicating duplicates. This must be how some people do it. One thing that's nice in my Council, is some local Scouting supporters have always paid for all the Rank emblems in Council.

In our council if a troop is a quality unit and has positive growth their rank advancement badges are free including the Eagle Kit. Merit Badges must be paid for though.

In our Council, the Troop had to pay the rank badges. There is nothing free anymore at the council shop. Had to pay the rank card also. It used to be free. Now cost 7 cent each.

Our Troop now collect due every month from every scout boys.

I can get rank badge without report paper. No question ask. This including Merit Badge.

All Council care about is report paper, not badges.

We do hte same thing in our troop its great to see the boys face when he is called out in front of the troop and I think it motivates the newer scouts to see it at the end of the meeting
