After a discussion this morning with a co-worker:

They have a Committee Chair in their troop who is over-bearing and manipulative with the troop leadership and also has been telling their feeder packs bad things about the troop. This person is mostly damaging their own credibility with this, not the troop's ability to pull boys from these packs as they have an active troop/pack co-activity program.

The questions are:

Is the Committee Chair an appointed position or does it just go to the one who volunteers?

Can you remove someone from the Committee if needed?

Get with your District Commissioner and the Charter Org Rep. One person like this can do major damage to a troop
your community is a tree. You are either a leaf that feeds it or mistletoe that suckes it dry. Be sure you are always a leaf.

I think the answer to all the above is YES.
The Committe Chair is a volunteer, my guess is the one person that volunteers gets the job. However, approval of that person belongs to the COR (or the XO of the Charter Org). So the COR appoints the CC in the end. And yes the COR can remove anyone - SM, ASM, CC, or CM.

This is perfect example of why the UC needs facetime with the COR and the head of the CO, preferably PRIOR to a problem arising. When the unit's leaders (or parents) have a problem with the CC, and they have to go to the COR, the COR represents the unit, the CO and the district. The UC and/or the ADC can act as mediators, mentors even, to get the CC to "play nice", so to speak. They can also advise the COR on how best to proceed, should the problem continue to disrupt operations.

The CC is a volunteer postion and is appointed by the IH and COR. And yes, the CC can be replaced. However, oftentimes, it's the adults who need direction, mentoring, guidance, moreso than the youth. Contact your UC, ADC, or DC, if necessary, until you reach somebody on the UC staff who's been down this road before. 'Tis better to turn a volunteer around, or possibly find a better role for him/her (this is often the best for all parties) than to burn bridges.
